Me too recently, congrats! My level 100 perk to myself was the jumpack ring mod..kind of cheesy and cheap..but so fun.
While I was playing Fallout 4 for the first time (a year ago), my husband told me, "hey, go see Swan over there in that pond. He's a friendly trader."
I went over, highlighted him in my VATS, he showed green, so I traipsed into the pond to talk to him...at level 6, maybe.
"OH GOD YOU LYING LIAR!"
He also did that with a mirelurk queen, so I've decided never to listen to him again.
I almost wish Swan was a different type of monster. The build up in the area around the Common, many of your companion characters commenting on the area, it being centralized in the city near many points of interest--something original an unique. He -is- still cool, with his boat armor and all; however, because he sleeps the entire time, there isn't a real reason to care about him till late game.
Maybe an alternative would be have Swan roam downtown at night, and return to the pond to sleep through the day. (Think the Fel Reaver in Hellfire Penninsula)
I ran into him on accident very early on in my first playthrough from just exploring and he scared the hell out of me. I didn't have any companions with me I don't think, maybe codsworth, so at that point I thought he was insane but I can see where you're coming from. I think he was a cool mini boss if you happen to just stumble upon him, not knowing he's there.
From the wiki: "Swan has a schedule which is uncommon for scripted characters. Around 1:00 AM to estimated 5:30 AM he can actually be found roaming around the edge of the pond. The rest of the day he spends submerged in the water."
You probably mean around the actual area, and not the just the pond.
Marcy died in my first raider attack. No one misses her. Partly because Jun doesn't appear to have noticed she died.

I sent Marcy away to another settlement to create a link and I don't remember which one. Jun doesn't seem to notice
