Back when Trump said this, Katy Tur asked if he was serious -- he responded that he was -- but he also told her to "be quiet" and unfortunately most of the reporting at the time focused on that detail, rather than the fact he said he was serious.
As it stands:
1) Trump seriously encouraged Russia to hack and release email belonging to US persons and organizations.
2) Russia did in fact hack and release email belonging to US persons and organizations.
3) In May, 2016 George Papadopoulos told an Australian diplomat that Russian officials possessed thousands of emails that could harm Clinton’s candidacy.
4) In June, 2016, Trump Jr., Manafort (now in jail), and Kushner (busy refiling his SF-86) met with Russian agents in Trump Tower with the promise on getting Clinton dirt as part of a Russian government campaign to help Trump. Trump Jr. himself revealed this.
5) In July, 2016, Trump asked Russia to hack and release email belonging to US persons and organizations.
6) Mueller has now indicted Russian government agents for doing exactly that.
As it stands: the Trump / White House response has been to show complete indifference to the fact that Russian government agents attacked the US -- to float bullshit conspiracy theories -- and to lie about what the Justice Department reported. And the Republican party is still in full cover-up mode.
This is a dangerous situation.

Here's the real crazy part: If Trump had done this in private, through direct messages on Twitter or through emails, he'd likely be making more headlines for his direct request. But, because the crimes are happening out in the open, it's easier for him to slough it off like it was a joke.
He looks directly into the camera, in a room filled with only journalists (for a press conference), and delivers those lines in a very clear, well-enunciated way.
He also says, "... they probably have them." Now, why would you think that, Trump?

The Hammonds were convicted/reached a plea bargain on two cases of arson. In one, the nephew of the older Hammond testified they handed out strike-anywhere matches and told people to light them and drop them anywhere because "we're going to burn the countryside to the ground." That fire was set to conceal evidence that the Hammonds had just illegally slaughtered a herd of deer. The other case involved the Hammonds setting a backburn against a wildfire to protect their own land. They didn't tell the firefighters who were working the wildfire, and the crews were almost trapped and killed between the two fires.
The Hammonds agreed to the 5-year sentence in exchange for the government not prosecuting them on other charges.
