That's not entirely true. ISIS rose out of the destruction we caused in Libya. We gave them weapons and intel to form a group of "rebels" that we could point in a given direction. Its also possible that we let them have Iraq.
This bill calls for the removal of the US military. The plan is to replace them with a private militia (Black Water) to stabilize the region afterwards.

Im sure we gave them iraq, also why i like this sub l can make a wrong statement and be corrected as well as given new info about the situation. Although i dont know how much cheaper it is to put blackwater or the likes over instead of our military, most are vetrans of that war already so its not like we are limiting loss of lives, just substituting mercs for military.
Leaving Afghanistan would undermine much of Trumps foreign policy agenda and would only have the positive effect of making some of us feel good about ourselves for making the easy choice.
