That actually happened yesterday, on 12th April 2014.
What kind of forces are they then?
I have not edited the title. I see a military group, organized and with automatic weapons. The same group operated in Crimea forcing parliament to vote for the referendum there*.
In Crimea, Russia has used 10K Black Sea Fleet soldiers + army from the mainland. I have a hard time believing they would give some local rag-tag group the key task of forcing local parliament to announce the referendum.
Such key tasks are for special force groups. If you have an organized, armed group working on the key task in the interests of Russia I believe we can call that group "Russian special forces".

Thanks for the correction!

Edit: it looks like ATO has actually legally started one day later - on Apr 14.
