There are 'news' sources in the USA, out on the extreme edge, that made a place for themselves because they tell stories their fans will want to read... by simply making them up. They lie continually because lying is what sets them apart. Any reasonably informed adult knows that these are not places you ever go expecting facts; in fact, they are by definition the worst places you could go looking for the truth.
'News' sources like this are not uncommon in the world today.
What is uncommon is that the USA has a leader who acts as if 'news' sources that exist to lie are actually reliable sources of information.
Trump is doing this partly because he's a stupid dupe who is so uninformed about the world that he can't tell an absurd invention for what it is. Partly it's because he himself is a chronic fantasist who has always continually lied, who places no value whatsoever on the truth, only what he wants to say.

The military commitment of the U.S. to NATO isn’t a favor to Europe. It’s vital to U.S. national security. European nations should probably spend more on defense because their security requires it. But that's their decision.
There isn't an invoice the US sends out every month for each country involved in NATO. It's a treaty, a joint alliance. Nobody owes the US any $. The US is responsible for it's own expenditures into NATO; they made those decisions.
In 2006, NATO countries agreed that they would try to commit 2% of their GDP to defense (*by 2024). That 2% doesn't all go to NATO! There is other defense spending they provide for.
There is also soft or indirect funding for NATO provided by these countries... troops, land, equipment.
All 28 countries contribute to the hard $ funding through an agreement. They contribute according to a formula based upon each country's gross national income.
