Nah. China just doesn't have that much safe/"usable" farmland due to numerous environmental problems that they need to resolve. They are just now understanding the importance of a strong EPA and BLM and put in a ton of new controls but it will take time before the land is usable again.

Unfortunately, pot and alcohol are not, to use an economist's lingo, substitute goods. Making more of one available doesn't really decrease the consumption of the other in a significant way because the people who drink will continue to do so due to habit/addictive behaviors, and are unlikely to change just because something perceived to be equivalent is now legal. There's a ton of underlying biochemistry and cultural inertia that has to be overcome, and it likely won't happen in our lifetime enough to make drunk driving a thing of the past if marijuana is decriminalized.
