Well, sort of. Running a budget deficit is desirable sometimes, undesirable in others. A large deficit during an economic downturn will help get economic activity moving again. However, a large deficit when the economy is growing at a good clip (e.g. now) generally does nothing except add to the sovereign debt burden.
Hot Take - Balanced budgets are bad when you have a country with big time needs and an ability to borrow money at very low interest.
