There are many countries that caused a holocaust similar to the nazis.
Jews were discriminated everywhere. It gets overshadowed by what the Reich did, but nobody liked the jews in Europe before coming to their senses after WWII. They actually had a slightly better life in the USA (slightly, still not good), that's why a lot of them immigrated there.
Ironically enough Germany used to be one of the best places to live for jews. They were welcomed into Prussia as second-grade citizens (but at least as citizens). In World War I Russia burned down jewish villages on their western border in fear the jews would defect to the germans.
Jews in general also worked harder than the average german to make themselves useful for the Kaiserreich in WWI. When racist army generals tried to show that the jews weren't pulling their weight, they accidentally discovered that their numbers of joining the army were above average.
