I bought this because we had a problem with ants coming to the dogs bowl. The ants now just go under the bowl and through the pointless hole the manufacturer put in the side of the bowl.
Wouldn't say it's "pointless," it's clearly designed for carrying. With that said, it's still a crappy design because it defeats the purpose of the moat.
In Thailand it's marketed as an ant proof bowl. Ants are a major problem here when it comes to leaving food out in unsealed containers.
Is that really for ants? I'd have guessed it's a spill-over thing.
So put gaffers tape over it

I think you'll find it far more likely that whatever surface you put it on isn't 100% even, and ants are able to exploit even the tiniest gap.
Just build a moat around the entire house to keep the ants out of everywhere.
Perhaps the bowl sitting on the ground and then ants cannot enter through the middle, unless they tunnel which I guess could happen.
I thought the hole may be for finger holders so you don't put your fingers on the rim and in the water?
Tiled floor with 2 millimetre grouting in the kitchen, so the floor isn't flush. Also the dogs bowl is on a mat. I suppose it would work if I removed the mat and placed the bowl in the middle of a tile, but that would put it in an awkward place in the kitchen.
What is this? A bowl for ants! A real dog bowl will have to be at least 3 times bigger than this!

Yes, the hole is for easy carrying, the thought probably was that once the bowl is on the floor, the ants won't be able to access this hole as the bottom is flush to the ground ?
