The reason for this is because the lighting in ME Andromeda is absolute shit. There are no real shadows on the face, the contrast and shading are completely wrong for the eyes, this also makes some of the environments like the Kett ship look bad. The reason the characters in this game look worse than character in ME from a decade ago is not because the models are bad, (although there are a few bad ones with bad rigging/animation) but mainly because the lighting is simply not up to par. If you compare to other frostbite games like Bf1, or DA Inquisition which also had some weird models, both look vastly superior because of lighting. My guess why Bioware did not flesh out lighting system more was because of performance issues. The game already does not perform well partly because of over tessellation, and Bioware didn't want to hurt performance further with an intensive lighting system. Obviously that backfired since lighting has a much larger visual impact here than lower teselation.
Not just lightning, the animators didn't draw sight lines for the characters. Basically, it doesn't look like the characters aren't looking at anything. There's a certain amount of focus and eye movement and tracking that they just... didn't do.

I don't expect the developers to do that though as that costs money, which clearly was an issue on this production. I hope a third party mod group retouches the game.

The pupils are the thing. My characters pupils look like the one on the left's only its worse- they are permanently different sizes. It's noticeable to everyone I showed it to. I restarted (only lost a few minutes) just to make sure I at least left char creation with the same size pupils. Its not ruining the game, but its hard to take the lore scenes seriously when he looks so oddly unnatural.

Hilarious, but not exactly applicable. Designing a half-chimpanzee derpshepard for your character is different from having some of the main characters (not designed by the player) so ugly.

Minecraft is a perfect example of what lighting can do for your game. Minecraft is not a pretty game. Throw in some shaders though, and suddenly looks amazing.
Bad textures on the most basic possible models, and good lighting makes it beautiful.
This is also why it looks decent on ultra settings. Better lighting = less uncanny faces. Hopefully they can figure out a way to adjust to lighting on consoles.

You're forgetting to take into account the sheer amount of money that went into marketing GTA V.
I cannot confirm or deny the 40 million price tag the other user put on ME:A, but can assure you that comparing a 40 million dollar budget to the 250 million budget GTA V had is hardly a fair comparison.

This is such a good example, but the "bad" version in this looks way better than the ME:A faces. Lighting would definitely help, but I don't think it is the entire problem. The faces look a little cartoony...Like a DreamWorks animated movie or the art style of Star Wars: The Old Republic. Good lighting could make it look better, but it is still not the "right" art style for ME games imo. Cartoony faces don't match the more realistic style of everything else.
