Furthermore, you'd have a lot of patients who when they get sick find they're shit out of luck. You bought a Utah plan because its super cheap only to find there aren't any doctors in Maryland who are in network with that insurance.

States regulate their insurance industries, some states regulations are virtually non existent, so, a policy in another state might not cover very much at all and people won’t know that until they try to use it.
Because that's not the only thing this EO does? And "competition" across state lines will drive up administrative costs a hundredfold, because insurance is not like deciding to buy a strudel from Amazon instead of Newegg. Who do you think is going to pay that cost?
