It isn't a crime to violate your ToS, but if they're selectively applying it and that can be proven in a court they could open themselves up to civil lawsuits.
The State Dept. should be automatically archiving all of Trump's tweets. IMNAL but I think destruction of presidential records would be illegal without special permission from the Archivist. In any case the FBI probably archives everything he tweets.

I don't think Twitter can legally delete the tweets. I think that would be a violation of the Presidential Records Act of 1978.

TL;DR is that his former press secretary stated that the president's Twitter are official statements, as such blocking people viewing them is unconstitutional. Sure, you can log out and see them, but the block also prevents a response. This can be viewed as the president blocking speech in response to his public statements, which could be a violation of the first amendment.
In addition, the presidential records act would be in effect, which gives rules referring to the dissemination and archiving of official communications.
In order to avoid the issue, the president must either withdraw the claim that tweets are an official communication channel or unblock everyone until his term ends.

I believe the argument is that the tweets are -- As Trump and his administration have themselves claimed -- official statements, and therefore under the Presidential Records Act.
This means it is not legal for the Trump Administration to delete tweets or to tamper with their dissemination.

We have these things called webpages, we've had them since the 90s. You edit the HTML and save it.
