Average annual income is $5000 a year so I would certainly say €100k is substantial.

When you say "a substantial amt of money by Chinese standards" you compare it to an average Chinese person's wealth, not the number of people who are at the top.

A country's average income seems like a much better way of figuring out if a town has a high average income as opposed to counting how many extremely rich people the country has.

Yeah there's absolutely no way the richest would want to live in houses that all look exactly alike (and honestly pretty ugly if we're comparing super homes). It's just that the richest live in cities like Shanghai, which has a population of 14 million, so the total wealth of the people living there is lower on average.
