Not completely sure why this is in this sub, but this is really kind of a great idea. I'd probably start creating content if this became a thing.
The type of person who wants to discover new content is bored. If they use this option to discover you, then you need to immediately impress them or they will simply move on to the next newbie in the queue.
As it stands, video tags are how your content gets discovered. When someone finds a video of yours under the current system, (not to suggest that this would change with the introduction of a "discover" option) it's because they looked for it. They searched "Minecraft Let's Play" or something and your video was a result. Because of this, they are willing to be slightly more patient in judging your content before they move on, as they expended effort to find this particular video and want to invest in it. Under these circumstances, you have about two more valuable seconds to sell yourself.
Basically, the option would do nothing but thrust a bunch of videos into the open. These videos may or may not be good, popular, or worth watching, but they're there. Only a select few types of videos, such as short and funny skits, will benefit from this. All other mediums would go unaffected.
Soon after starting to create content, you'd realize that it does not need to be a thing. It would do nothing to benefit new channels in the way that people believe it might.

I've had the impression that video tags have mattered less and less every year.
The search should function as a discovery tool, but unfortunately it does not. Even that is far too weighted towards popularity vs relevancy.
"Related Videos" Has so much potential to promote a large diversity of users and content based on subject, but instead seems to promote the same limited few of high profile results again and again.
More reliably purging previously watched videos from your related and suggested video lists would give much more opportunity to discover new users and content.

They had this in the old iOS Youtube app (around iOS 3 era). It was about 60% /sub/deepintoyoutube type stuff and 40% porn.
But small youtubers dont make money! THINK

YouTube won't ever do it. They want people to see music videos and other videos with ads. Would be cool though.
